FBI Agents Did Not Incite Violence While Undercover During January 6 Capitol Riot

The long-standing claims about FBI agents at the January 6, 2021, Capitol riot have resurfaced with new allegations that 274 undercover agents were embedded in the crowd, allegedly inciting the violence. However, a thorough examination of available evidence reveals a more nuanced reality behind these assertions.

Recent social media posts, including statements by former President Donald Trump on his Truth Social platform, have amplified these claims. In mid-October 2025, Trump wrote that “the Biden FBI placed 274 agents” into the crowd of protesters, adding: “If this is so, which it is, a lot of very good people will be owed big apologies.” Notably, Trump’s post incorrectly attributed the deployment to the Biden administration, though Trump himself was president on January 6, 2021.

The renewed interest in FBI involvement stems from September 2025 reports by conservative outlets The Blaze and Just the News, which cited an “after-action report” and claimed 274 “plainclothes agents” were present at the Capitol during the riot. These reports fueled speculation that undercover FBI agents may have provoked the violence.

A newly established House subcommittee on January 6, chaired by Republican Rep. Barry Loudermilk of Georgia, appears to be the source of some of these claims. The committee posted what seems to be a spreadsheet excerpt on social media confirming 274 FBI personnel were deployed on January 6, 2021.

However, the document’s notes provide crucial context: “This number includes agents that responded to the Capitol grounds as well as inside the Capitol, the pipe bombs, and the red truck that was believed to contain explosive devices as well as CDC/ADCS.” This indicates the agents were responding to the unfolding emergency rather than operating undercover within the crowd before violence erupted.

This interpretation aligns with the December 2024 report by the Department of Justice’s Office of the Inspector General, which acknowledged the FBI had deployed “hundreds of highly trained specialized teams” to Washington D.C. in response to intelligence about the planned protests. Critically, the report stated: “We found no evidence in the materials we reviewed or the testimony we received showing or suggesting that the FBI had undercover employees in the various protest crowds, or at the Capitol, on January 6.”

The DOJ report further clarifies that FBI agents were deployed after the Capitol was breached: “After the Capitol was breached by rioters on January 6, the FBI was in a position to deploy tactical assets to help clear the Capitol of protesters and to help USCP secure the perimeter around the Capitol Complex.”

Some confusion may stem from terminology. The Blaze acknowledged this ambiguity, noting: “Depending how one reads ‘undercover’ agents versus ‘plainclothes agents,’ both statements could be true.” However, most FBI field agents typically wear business casual attire rather than uniforms, making “plainclothes” agents standard procedure rather than an indication of covert operations.

While the exact number of 274 FBI agents deployed on January 6 appears consistent with official documentation, the claim that these agents were undercover operatives who incited violence remains unsupported by evidence. Instead, available information indicates they were responding to the riot after it began, fulfilling the FBI’s role in supporting law enforcement during civil disturbances.

The persistence of these claims highlights the ongoing political debate surrounding the January 6 events, with some seeking to reframe the narrative around the involvement of approximately 2,000 individuals who entered the Capitol that day, many of whom have since faced criminal charges ranging from trespassing to seditious conspiracy.
