Moldova Warns of Intensified Russian Hybrid Campaign to Derail EU Integration

Moldova’s leadership has issued stark warnings about what it describes as a sustained Russian hybrid warfare campaign aimed at disrupting the country’s European integration efforts. President Maia Sandu, addressing the European Parliament, characterized the situation as a “race against time” for Moldova’s democratic future.

“The Kremlin’s goal is clear: to capture Moldova through the ballot box, to use us against Ukraine, and to turn us into a launchpad for hybrid attacks on the European Union,” Sandu told European lawmakers in a direct appeal for support.

These warnings build upon earlier alerts from Moldova’s Intelligence and Security Service (SIS). In March 2024, SIS director Alexandru Musteață cautioned that Moscow would employ multiple tactics to “vilify and discredit” pro-European candidates, fuel social conflicts, and manipulate voters ahead of crucial national elections and a referendum on EU integration.

Intelligence officials have identified social media platforms, particularly Telegram and TikTok, as primary vectors for amplifying pro-Kremlin narratives and mobilizing opposition. The sophisticated campaign reportedly includes disinformation operations, illicit financing of political actors, cyberattacks, and efforts to incite unrest in geopolitically sensitive regions like Transnistria and Gagauzia.

European officials have framed the pressure on Chișinău as part of a broader security challenge facing the continent. European Commission President Ursula von der Leyen recently called for a “broad response” to hybrid threats, pointing to coordinated efforts to destabilize public opinion and weaken support for Ukraine—an assessment that aligns with Moldova’s claims of Kremlin interference.

The European Parliament took concrete action in September, adopting a resolution to strengthen Moldova’s resilience against what it termed “hybrid threats and malign interference.” This move signals growing recognition within EU institutions of the strategic importance of Moldova’s democratic trajectory.

Security analysts have documented an extensive toolbox of destabilization techniques targeting Moldova, including false bomb threats, coordinated online influence operations, covert funding of political groups, and street-level disruption designed to project state fragility and undermine confidence in democratic institutions.

Independent media and watchdog organizations have identified specific Russia-linked campaigns, including what investigators refer to as “Operation Overload/Matryoshka,” specifically targeting Moldova’s information space ahead of the upcoming 2025 parliamentary elections. These operations appear designed to sway public opinion against European integration and toward pro-Russian political forces.

Officials in Chișinău say their immediate priority is strengthening election integrity and strategic communications capabilities. European institutions have responded by expanding technical assistance, financial support, and cyber defense cooperation with Moldova.

The stakes of this confrontation extend beyond Moldova’s borders. As a country positioned between Romania, an EU and NATO member, and Ukraine, Moldova represents a critical geopolitical frontier in Eastern Europe. Its trajectory toward European integration or back into Russia’s sphere of influence carries significant implications for regional security architecture.

President Sandu and allied lawmakers contend that sustained Western support will be the decisive factor in whether Moldova can consolidate its EU path or remains vulnerable to hybrid confrontation. For Moldova’s pro-European leadership, EU membership represents not just an economic opportunity but an essential security guarantee against what they describe as persistent Russian interference.
